Erving Select Board Unanimously Adopts PACE Clean Energy Financing Program

ERVING — April 6, 2020 — Erving Select Board adopts PACE clean energy program and advances annual town meeting warrant to June 17. Meeting remotely on April 6, Chair Jacob Smith and members William Bembury and James Loynd voted unanimously to adopt the PACE Massachusetts resolution, authorizing the town administrator to enter into a municipal assessment and assignment agreement with MassDevelopment and enabling commercial property owners to finance clean energy projects through property tax bill betterment assessments. The board also unanimously adopted a reconciliation policy and a revised highway superintendent job description, and issued a business license to Thomas Duffy, DBA D&W Services, for lawn care. The updated annual town meeting warrant includes a $250,000 free cash appropriation to stabilization, a $273,000 first-of-five repayment into the general stabilization account for the new public library, and a combined $609,000 capital projects article, with a proposed new bylaw setting town meeting on the second Wednesday of May and elections on the first Monday, with officials taking office July 1. The board deferred action on COVID-19 property tax due-date relief — authorized under a state act signed April 3 — pending a recommendation from the tax collector, treasurer, and assessor, with a decision expected at the April 13 meeting.
